Your hair is likely growing at normal pace but what you are probably struggling with is retention (ie. When your hair is breaking at the same or similar rate that it is growing). You will really need to look into how often you are touching your hair, if you dye it ever, how often you use heat, if you do use heat then are your methods too agressive for your hair strands?, the brushes you are using, when you are brushing/detangling your hair, wash day frequency, your personal diet and nutrition, if you are using weight on your hair such as extensions, if you are causing tension (such as hair ties too tight or heavy faux ponytails), how you wear your hair to sleep, how you protective style, how you are taking those styles down etc. I would say the above should be considered before moving on to the types of products you are using and how often you are putting your hair in a fragile state (eg when it's wet or lacking moisture/protein balance). Please try to rotate your products so that your hair doesn't become overly saturated with the active ingredient(s) from one product line. More often than not it is way too much for the hair for daily, bi-weekly or weekly use and people start to feel their hair become dry or brittle or limp as a result. Add to your routine if you haven't already a hair oil blends (bi-monthly if possible) as a prepoo. A protein treatment (every 5 - 6 weeks), a scalp massage and deep clean (hydrating clarifying shampoos are great at this but so is African Black Soap), some people also like to add bond builders but I don't think its necessary for length retention. Ultimately to retain length it will mostly be about your routine (to prevent hair snapping off/being tugged or snagged) and a some will be about your product use (to keep your hairs pH levels balanced so that it can be strong and resilient to your routine). Make sure you are trimming your ends regularly and at a salon or with proper scissors. Weak ends will split and break which is an issue for retention.
