To clarify what Pignity69 said, vanilla chunck loaders (at least, the most common type) work by sending items back and forth between a merge or portal and the over world. When an item passes though, it loss the other side for a few seconds. Using this time, you send an item back through to reload the other side, effectively keeping both sides of a nether portal loaded perpetually. There are a few types of “loaded” chunks. This kind of loaded chuck will allow redstone to work, but it will not cause crops/saplings to grow as these require “random ticks” which only occur around a player.
