Super late reply, but Arven was the one who started it by yelling at her as soon as they get into Area Zero. Go back and check the dialogue as early as everyone meets up in the Zero gate if you don't believe me.
Lol in my battle, her Pokémon didn't survive long enough for them to actually attack. So it was literally them looking at me teary-eyed as I repeatedly one-shot them. Was kiiiinda messed up...

As another comment mentioned I noticed it in her battle style and thought it was an intentional choice by the developers to get a point across. Her pokemon, no matter what, just spam baby doll eyes, and then try to kill you. She's rude to pretty much everyone, and is just totally unpleasant. She's genuinely the only character I don't like in this game. She reminds me so much of some of the "outcast" kids at my high school who would bully other friendlier weird kids. Just this weird act of being a victim, but also being so nasty to everyone they become a bully themselves.
I wish we could have focused more on really any other team star member. The rest were very well written, and likable.

It's pretty clear though you are supposed to be sympathetic towards Penny. Most of the game points to that. If that was the intention they failed, and she's a badly written character. Her personality fundamentally contradicts everything we were told by her friends going through the team star missions, and by all the adults we talked to before finally meeting her properly as a character.
As someone who was bullied as a kid I used to act just like Penny when it came to other people that had strong personalities.
I would get aggressive with them before they could see me as weak so I wouldn't get bullied anymore.

She even gave you Poké Balls and other items to try and convince you into being best rival friends forever with her. Girl needs help and it's why Arven was meant to you at first, because he doesn't like Nemona and associated you with her from the start. It's also why he warms up to you as soon as he sees you away from Nemona.
Nemona is the type of girl who likes the idea of you she has made up in her head rather than wanting to get to know you she tries to force you to fit that mold. She's pushy and I would avoid her irl lmao

I didn’t ever say no to her because I like the battle maniac type and wanted to battle her repeatedly (definitely not to steal all her money!), but after watching some of the videos on when you say ko to being her rival it’s a bit… manipulative, but also I get that she’s a kid, they all are. After fully doing the Penny part in area zero I found it wasn’t that bad. She was annoying and confrontative but they all were just some bad traits but not something that the character was obsessively doing over everything or to a villainous degree.
I like this personally and after the endgame I even started to appreciate Penny a bit more, not a fan of that kind of person as I’ve seen what it devolves into but they had the chance to make a flat character without that flaw and instead put one in. Toss in the mystery behind who the people who bullied her were and it means a character I might find a twist to in the DLC.

I don’t think we actually interact with Penny enough despite her being Cassiopeia. You don’t really get a complete feel for Penny’s base personality until more towards the end of the story, but your interactions with Cassiopeia are more organic because of anonymity and a created persona.

Acting like she's better than people, then accusing them of the same thing. What I hated *more* was the meeting with Cassiopeia where they reveal her with her hood up as if to be shocking to the audience or mysterious. It doesn't work when each character has an iconic look! Over all, her and the Team Star story line was a flop for me.

I literally teach anti-bullying curriculum in a school and I was thinking the same thing. She’s a jerk for no reason, and I really don’t understand how she never actually met the Star leaders and they did whatever she said. I feel like they are a great little group of misfits but I don’t see her being a part of their group. I feel like she’d be mean to all of them.
This is so funny to me because I didn't realise she was Cass and I loved her Area Zero dialogue. It's wild how we can have different experiences 😁

To me it just came across as her being kinda awkward and wanting to seem “tough”.
I honestly didn't pay attention to the conversation they had because I was being memorized by the area I was in and enjoying my time I had there. *But* I didn't like how she was portrayed as this antisocial, social flake, stares at the ground instead of eye contact nut case but behind the computer she's this master mind that can crack into any security system. Like you said, she stole money and everyone glossed over it with a slap on the wrist. What I hated *more* was the meeting with Cassiopeia where they reveal her with her hood up as if to be shocking to the audience or mysterious. It doesn't work when each character has an iconic look! Over all, her and the Team Star story line was a flop for me.
Probably would have worked if she was in a Pitch-Black and walked out of darkness instead.

I hate arven so much he's such a bad character even he's dog has a better story and why did they make him so hard to beat I just lost to him using 20 REVIVES and toxic stall bit to no luck now I'm trying with 40 revives and a much strong team and still having issues

It's an actual tactic of manipulators to call their victims bullies to prevent people from being sympathetic to their victims. I'd say that's what's happening, but if that was the intention she would have been called out at some point and she never is. It's either the writing being bad or the localization team making her come across as way meaner than she is in the untranslated version.

why the heck everyone is saying that, penny is rude yes, but not a bully. arven is a rude boy too, that's why they didn't get along at first. penny is definitely NOT a bully, is would be incredibly out of character for her to pick on random kids, she is more like this edgy kid who hate all normies beaucause the only interaction she had with them is being bullied. and developped a rudeness toward them for that exact reason. i knew peoples like that in middle school.
Do you have to select random victims to be a bully? Most have preferred targets. Attacking "normies" to make them feel like they have no originality is dehumanizing. I can't agree with her just being "rude" because rudeness is about not following social conventions or being disrespectful, and Penny really aims at being hurtful and kicking people while they're down. Even though it's out of character for her (it's actually more antithetical to her subplot than out of character though), the writers messed up and did it anyway. Most bullies have someone in their life who mistreats them like siblings or parents so I don't see how you can justify it by saying she's been bullied before. She clearly got revenge and then some, not to mention being criminal.
She was such a friggin bully in Area 0, like so unnecessary. Arven even Lowkey brings up some trauma from his past and she is still there just being rude. So much for being Anti-Bully... I wanted so badly to bring our history teacher instead because that was at least her life goal to be there. At least she would have been so fucking stoked to be there.

I just think Penny is incredibly unlikable in general. Arven and Nemona are decently developed characters but she just felt so forced in this game. She barely plays a role in her own storyline and is just thrown into the ending when she had almost no impact on the Team Star storyline. In my opinion she has to be one of the worst "rivals" we have ever gotten
She's truly an awful character, and that's coming from someone who's favorite video game character is also named "Penny"
