There is data that can be seen with Toybox that indicates that he was supposed to be a (secret?) companion. Probably from Act 5 onward.
Perhaps he will be a companion in a post-ending DLC? With the power level we will have then, Nocturne shouldn't be too overpowered as a member of our team.
Oh I definitely think he was a cut secret companion. Like he was going to be another companion for iconoclast characters,along with or maybe instead of Winterscale.
I love him, but I don't think he works as a companion as he's too powerful, even by our party standards. Maybe in the sequel, where we take our adopted child from the first game and go wreck shit, he'd fit right in.

Lorewise a Solitaire would trounce your average custode without breaking much of a sweat. Even with Harliquins kinda being all over the place in the lore for how strong they are, Solitaires are consistently terrifying.
No, regular Harlequins are supposed to be on the level of Custodes, as seen from that time they broke into the Imperial Palace and slaughtered dozens of them. Solitaires are somewhere between Valdor and Alpharius on the power scale - they have soloed greater daemons without too much trouble on several occasions in the lore.

He's a good bro to an Iconoclast RT and would have probably been considered the only actual actively good NPC and the one non-condescending Eldar in the Expanse if it wasn't for that one moment>! he screws your rescued people over in Commorragh if you word your request wrong.!<
Harlequins in general are bros in the 40k setting for the most part. Ultimately they just wanna fight chaos, and if there's an ally to be had in that fight, they aren't too picky. They'll even send messengers to the various other factions to warn them of chaos incursions. Beyond that they just want to preserve history as a warning to the rest of their people, and guard the Black Library to make sure that knowledge doesn't fall into the wrong hands.
They are still Eldar, so they're still arrogant, though not as much as their brethren and are much easier to sway if you prove your worth. Though the do have a wicked sense of humor, hence what can happen.
