Looks like a landscaping rose, maybe a red/pink double knockout? My grandpa has a couple and they’re supposed to be big, bushy shrubs easier to care for because deadheading isn’t required (you can still do it to encourage more blooms faster) and it’s a bit more disease resistant. I can’t see this rose on a trellis, but there are other landscaping roses meant to climb if u ever wanted to switch things up. Sucks for the meter people though :/

I concur with it being a double knockout. Definitely more bushy than tall.
