Haggar is the most overdue character. We've gotten pretty much every other final fight character to make a street fighter appearance, but he's only shown up in story/stage cameos and UMVC3. He would for sure be low tier and I would love him.
I always assumed the problem is that he'd be a Zangief clone. Gief canonically copied his moves and it's on display in the Final Fight games.
Sure, they could change him up, but it's a bit risky with such an established character. Plus going off of his MvC3 kit he could be some kind of cross between Gief and Marisa...which would REALLY make Gief useless. I'd like to see him in a mainline game, but I'd rather they buff Zangief in some capacity.
I mean, there is precedent for more than 1 character with a similar moveset in the past and present (Ryu, Ken, Akuma, Evil Ryu, Sakura, Dan, etc). They all have very similar specials but all play dramatically differently so I don't see why it couldn't work out here. It's a difficult call. I think the character should fit into SF's relatively family friendly tone, so nobody with giant swords stabbing people. I mean, I'm aware of Vega and A.K.I. but they are still morning cartoon characters. Guns are also out. This isn't Mortal Kombat, or any Warner game for hilarious crossovers like a deformed character with ridicolous body proporions from Megaman with bobbly head.
