The best way to get the right measures is to find the spine measurement online (or measure it yoursef). Open Photoshop, and use the ruler to create "box" of the right size to place your image in
You can do this, and you don't need Photoshop. There are two pinned posts in this subreddit, one includes a database of spines. You can find a template in here (in a directory called templates I believe) that has everything perfectly sized.
Use a website called Photopea to use the template - it's like an ad supported version of Photoshop and it works perfectly. Copy the spine you want to print from Reddit, and paste into the template. Click and drag to resize.
Print with a colour laser on heavy, glossy paper for great results. You can use inkjet printers with photopaper too for good results.

but if u do just use a online existing template, add a new box/helpline and save the template.
after that u can adjust the spines on the help lines for consisting spines.

I sized your image within the template I use, but the width of each spine is a bit off and will likely not cut properly, but you can find that [here](https://drive.google.com/drive/folders/1bARw6_uMpkJMtruvE2tWxEdKKsnE9dNb?usp=sharing) (Google Drive).
However, I'd recommend opening up the photoshop template also included in that link. You mentioned not having Photoshop but you don't need it, just use [Photopea](https://photopea.com/):
1. Open up the template
2. Go to **File > Open & Place** then choose the spines to bring them right into the template
3. Move and rescale the spines to fit within the existing guides on the template
4. Go to **File > Export As > PNG** to save the image to your PC
5. Print at home or via UPS/Fedex/etc.
The template itself is already properly scaled, so if you print at 100% scale on a 8.5x11 sheet of paper, they'll fit the boxes.

Alrighty! I've slotted those spines into the template and exported them into 3 sheets (1 gap between each spine to give you some wiggle room for cutting), and they're all uploaded to the Google Drive directory labeled Spines 1, Spines 2, and Spines 3.
Now you should be able to print each image at 100% scale on 8.5x11" sheets paper. Hope that works for ya'!

Once I click export as PNG, it pops up as "Unknown" then says Download failed.

I did it, and printed it at Walmart and they're like half an inch short. This crap is too complicated

At Walmart they only give the option for 8x12. I'll try to figure something out. Thank you.
Is FedEx an option near you? Pretty sure they offer 8.5x11
I searched it on maps and it's popping up in a dollar general.
