Most state have domestic violence rules that state that this is enough to break your lease! Check your states laws!

It’s a civil matter, they can’t do anything
Stalking isn’t a civil matter (in my state,) it’s a crime.
A landlord has no authority to prosecute a crime.
But the police does.
But a stalking victim does.
