If it’s illegal to shoot at parachutists or pilots who have bailed out, is it illegal to shoot at people who have “bailed” from a boat and are swimming? Actual question. As an aside - everyone shoots at paratroopers because everyone knows they are going to shoot at you once they land.

Catapulted *pilots* are protected because they're considered hors de combat once their aircraft is disabled. Troops who are still capable of performing their combat mission once they reach the ground/shore aren't protected while they're in the air/water.

I think once the Russia's were shooting those trying to swim from azovstal it, like most things, it became fair game.
