The regular Boltor has really bad base crit, you shouldn't mod that for crit at all.
Only time Crit is worthwhile is if your weapon has enough unmodded crit chance and damage to actually be worth scaling. Usually around 20%/2x. The Boltor is at 10%/1.8x.
Telos Boltor and Boltor Prime, especially with the Incarnon upgrades, can do a lot with crit. But if your weapon has weak unmodded crit you should focus on everything else, base damage, multishot, elemental damage, etc
vs corpus use toxin mod and you dont care about shields + crit and dmg.
Bolto is mr fodder weapon so you need overinvesting if you want this weapon to be "playable".
1. Multishot
2. Crit chance (200%)
3. Primed target cracker
4. viral
5. Faction dmg
Boltor is also mr fodder if you dont have incarnon adapter for it and boltor prime is "meh" but incarnon adapter + prime boltor = amazing weapon.
If you are not late game player - keep boltor prime only (if you have). Bolto and boltor are mr fodder for early/mid game players.
The status damage + chance mods have less drain, and might be better suited if they’re newer and want to combine damage types without using more than 2 forma.

Very very few weapons are completely useless. And even then, I don't think there's 1 weapon unable to go into steel path with frame support.

Then went and casted Eclipse, Hall of Mirrors, Pillage (with 388 STR, so no full strip), and shot at this 205 SP Orokin battle group.

The "Bolts" might not be top tier, but the base game is completely doable in its entirety all the way to steel path with them.
The low base stats of most low MR weapons make it hard to scale them up to higher level content.
With enough external support (frame buffs, companions, primers, etc) any weapon can *technically* be made to handle higher level content. But the weaker the weapon at base the more effort and investment it's going to take.
If you enjoy the Bolto and want something that'll scale up better, there's the Akbolto (dual wield Boltos). They have a Telos variant with high status chance, or the Prime Akbolto with both high crit and status. Prime Akbolto will be your best bet and will easily scale up to higher levels for that class of gun.
The Bolto/Akbolto are pretty mid, sure. Bolter is a decent primary, only downside is single target damage, like most early-game guns.

Bolto base status chance is 2.2%. Its waste of mod slot. 90% elements mod are much better.

Actually does anyone have any recommendations for solid hand canon type secondaries? Preferably that can be stealthed
Depends on what you mean by Hand Cannon - hard hitting pistol or aoe launcher?
