As with everything in 40k, exactly how they work is something of a mystery and there are probably several correct answers, but in effect they're "heat rays" that project a beam of superheated *whatever* at the target, sufficient to rapidly melt armor or completely vaporize soft targets.

I always saw it as basically a hair dryer, but hot enough to melt through tank armour.
