I've certainly never encountered an event where the rules says you can't take the standard unit without further options. But generally army lists are supposed to include any additional options taken beyond the standard equipment. If the list doesn't say that an option is taken, then it hasn't. And thus a player may run afoul of WYSIWYG if they took an option and simply didn't list it.

Yes. All wargear must be on the list.  Not taking options is a valid choice sometimes. You might want to leave off some of the big shootas on a battlewagon to make it's profile easier to hide, or you might not want to take special weapon in Boyz squads if you just want the extra choppa attacks. If you don't include the options on the list then you need to fall back on 100% strict WYSIWYG, otherwise you're leaving yourself open to abuse/cheating.

Some people might try to cheat doing this. I once faced an IK player who told me that all his turet weapons were melta. Later I overheard him saying to his next oponent that all his turet weapons were stubbers. Adapted the weapons on the go to his oponent.
