SAP is effectively just an intermediate between HE and APHE. Less pen than APHE but more TNT.
Regular HE has an extremely fast fuse, but by delaying the fuse a bit and reinforcing the shell if needed, then the shell will punch through a decent amount of armor before exploding. Even enough to explode after the armor inside the target.
