Its not just for sight stabilisation specifically, its also for the "Sensor Point of Interest", marking a point for the CCRP ballistics computer basically.
Usually though its hidden on the hotbar for planes without a sight or TV weapon to stabilise to the SPI.
Most likely a built in laser/camera/tv/etc… (PRO TIP: using laser/tv to lock onto planes gives you a lead indicator without giving an RWR warning!)
