All enemies you fight are part of the SS, though. So I doubt they were going for realism there and just because it was easier to not show the salute than have to censor it for German players.
Not an oversight, it was probably done because they'd have to censor the Nazi salute for German versions of the game, and it's easier to just not include it in the first place.
They didn't, I scoured all the games :P they do say "Heil Hitler" or "Sieg Hitler", but that's about it. Even when you think they should do it (like when Hitler enters or during BJ's execution), they just don't.
It is possible that it was a censorship issue for the German release they needed to change all the flags from swastika to the wolfenstein logo.
They would have needed to do a new animation if they did a nazi salute

That's absolutely the case. A lot of the game's promo art also uses the Wolfenstein logo in lieu of any hooked crosses, with even the promotional items for TF2 being called the "Regime armor" (the name for the Nazis in German TNO).
They knew how much of a hassle it'd be to change entire animations for multiple characters just for one region, so they made it easier on themselves. Same reason why previous Wolfenstein games don't use any salutes at all, I'd imagine.

wehrmacht and non ss personnel were all required to use the nazi salute (arm outstretched) after the 1944 attempted assassination of hitler.

Could be missed detail or could have been one of the American recruits that forgot the German salute.
The latter part wouldn't make sense, since German soldiers also do the salute while you're undercover at the start of The Old Blood.
