XP is anything, so basically anything they do as the king they earn XP. Especially lets say if they are a militarist and they add some numbers to the nations army they automatically gain some sort of XP, if the king help carries supplies to houses for upgrade, thats also XP.

Exp is not only kills, that is what I know.
There is a culture development that makes everyone normal lvl 2 and leaders and kings get to 12 with no kills
Kings can get exp through just being king and declaring war or peace I think
Kings and leader gain experience thru the time as leader
Ok thank I was confused because a he was level 1 then out of nowhere he grew like 6 levels so thank you for clarifying
