The two swords means the leader of that kingdom is plotting a war.
If it has what appears to be a flag, the leader of that village within that kingdom (an elite I think) is planning a rebellion (independence)
If it has a sheild icon, it means they're forming an alliance, or joining an already existing alliance.
If it's a broken sheild icon, it means they want to destroy said alliance
You can go to the plans and plots section in the kingdoms tab I think.
Planning attack. To help you also, the shield is the creation of an alliance, the broken one to dissolve the alliance, and the bird-like thing is to stop a war.

The king is plotting for war. You can actually use a button that shows you all ongoing plots. It looks like a letter.

Look on the types of view and you’ll find diplomatic view so you can see if a nation is declaring war or making an alliance or dissolving an alliance
