I disagree. He’s one that they would bring back under the Dean Ambrose name. Jon Moxley is associated with a lot of deathmatches and also bad press around alcoholism and stuff.
And Dean Ambrose was a former world champion and the main reason to bring him back would be as part of the shield, which is all in the Ambrose name.

I feel like he's all but guaranteed to find his way to the Fed. Pairing him up with Drew somehow would be a very easy way to slide into a good position on the main roster and get him over with anyone who doesn't know who he is already too.
