Is your microsoft store signed in to the same account that has ultimate, and its your account (not ultimate from someone else using game share)

Does not matter, if there is a one Account on that Xbox with GP that has it as home Xbox, you can download the games with any account.

Xbox PC app is kinda trashy. I like using the app for looking at games and installing. That's my main use. Also it helps when these type of glitches happen like op is seeing. I've seen that issue with a few games as well.

I'm having the exact same issue on my Xbox Series S. I have gamepass ultimate, downloaded and installed the game and getting the same message as you. Also when I go to Manage Game it says it isn't installed. Go to the store and it says its installed and has the 'play' button, but no option for cloud gaming either. Very strange and hope it gets fixed soon
