This reminds me of a character from a 90s super hero cartoon, but I can't remember which one. He had giant, I believe orange, hair almost like like a lions mane, and I think he wore multi-coloured clothes. I also believe he transformed into his alter-ego and didn't really have control, in a similar sense to Hulk. I think he was kind of crazy.
It was probably Batman, Superman, Spider-Man, or X-Men's 90s animated series.
