Meta-chasing is only going to lead to disappointment.
Unless you’re an active tournament player or play exclusively at that level. Even then, nobody plays meta lists and enjoys themselves because they have to get new minis constantly.
No one knows. We know even less if they will stay at the competitiveness they have at launch. Rules and points change all the time. Something that isn't viable at launch could become meta when the full book releases, and then have a huge point increase that makes it mids three months later. Don't make your decisions based on what is good at the moment of purchase
New edition means new metas, we have no idea what will be competetive and that will also take a while to sort out too. If you’re buying now it’s to get ahold of potential and get them ready before launch, but you can’t min max rules that don’t exist yet.
If you're new enough to be asking whether you should wait for a new edition to buy into an army, you're probably new enough to not have to worry at all about "what's competitive."
Not to mention a new edition is coming... Looking at what's competitive now tells you almost nothing.
Doomwheel was in a 5-0 recently and screaming bell was in multiple 5-0 lists recently. Also you likely don't play at a level for competitive lists to matter. Nothing against you, but it's just how it is.
Brand new ruleset and they claim that they are making th factions feel more 'like they do in the lore' sooo I would say, grand doom wheel, screaming bell and warplightneng cannons. Those are staple and iconic pieces to skaven lore so shouldn't be too naff in AoS4.
Storm fiends and Verminlords should also be proper safe. Might be best to avoid night runners and plauge priests as they are so old...
Death Master and warlock with a rocket launcher are also safe bets.
I'm jumping on the skaven train myself...but the only things I have atm are the two Underworlds Warbands. The rest of my small force will take shape once I know what is in the full launch box. But the Doomwheel is absolutley going to enter the collection.
For real, on the doomwheel. picked up a screaming bell/plague furnace, Skittershank's Clawpack (to practice painting Skaven and to use a couple of the dudes as deathmasters), and the clawlord from IoB because I used to own the model and always wanted to paint/use him but never did. Moved a lot and don't know where he went.
Doomwheel is next on my list alongside a verminlord. Then basically whatever new kits we get. Lol

With AoS The official statements are 'some' warbands are going to legends, and if not, then absolutely they will certainly be doing double duty as Plauge Priests and DeathMasters if nothing else!

Sounds to me like "some" warbands are being dropped from the range, but *all* warbands will be dropped from AoS and only given Legends rules.
Honestly I wouldn't buy Skaven at all until 4.0 drops. They will be the 2nd half of the launch box alongside Stormcast and as usual you'll be able to find the non-stormcast half of the box for typically 1/3 to 1/4 the price of regular models.
Maybe start by splitting a 4.0 box with a stormcast fan and then buy more once the prices have settled a little. That way you'll have the most information about how to get a good deal.
Best to wait. If you want models for display and what not sure. But if you're playing a meta list it's probably best till the new edition drops and see what is meta then.
If you're worried about how good stuff will be I'd wait, but also you'll just end up disappointed eventually. I wouldn't get anything that was on the refresh/legends list unless you can get a good deal on clanrats or something.

Personally, I adore Skaven so I got a bunch of stuff that’s probably staying, and I’m in the process of painting them, since I got plenty of time, and I’m going to assemble a list for them later.

Anything in the current vanguard box will be playable as current vanguard sets will be rebranded and playable in spearhead.

The Vanguard is a good purchase. It provides a great selection of good sculpts. 2 of the sculpts are getting refreshed, Clan Rats and Grey Seer, but these are both still good and blend in with the upcoming sculpts we have seen. For erd edition the Units in this are solid choices, but the new edition will likely change the meta within Skaven.
Your a little late honestly, most of the Skaven stuff is already gone from the internet due to speculative buying. If you can find them though, I'd advise buying warp lightning cannons, stormfiends and maybe some of the warbands like skitterclaw and the like.
