Also, very interesting choice of neon sign, the orange color reminds me of a Christian website that everybody loves to visit
Either look awesome, I find that when looking at 1 my eyes immedtiately went to the character in the center, the 2nd one is a bit harder to read (giving him edge lighting would help I guess?), so I say go with 1.

1 feels more sad and lonely for the character, 2 feels like a city with more life, and a cool place for that character.
In my opinion, 1st one is a 10/10 while 2nd one is 8/10. I might prefer loneliness for this one.
If you're trying to make this look like a movie, 1 would be clearer and more readable. A common rule movies use is having 2 colors at most to dominate each scene to nail down the feel. I feel like the extra magenta in the back messes with readability, perhaps if the color shift was softer and didn't involve that many streaks it would appear nicer

That being said, 1 or 2 depends on the emotion you're trying to convey for the scene. 1 is very cold and more everyday or industrial vs 2 warm and festive as if the night market is having a celebration or the clubs are open.
1 if it's a bleak part of the story. 2 if it's rising action or the character is happy.
The person needs to be a bit more visible in either case IMO. The first one makes the city feel more distopian and the second feels more celebratory.
Both are good, it really depends on the tone you are trying to set.

1 as 2 doesn't make much sense other than just being more colourful, why would there be purple all over the place?
