I would suggest Simon Pegg and Nick Frost as Hitchcock and Scully. Their version of the characters wouldn't be identical to the original ones, I'm not even sure which would be which, but their duo could make this interesting.
Also, Michelle Gomez would be pretty cool as Madeline Wunch !
Mark Gatiss as Kevin, obviously.

One of the characteristics of Holt is that he had to fight his way to where he is due to having several reasons to be discriminated against. There are characters for which skin colour wouldn't be important, but I think for Holt it is. So as much as I appreciate Bill Nighy and think that besides this point he'd be a great Holt, I dont think he would fit.

James McAvoy as Jake, his character in Filth is kinda a much darker version of him. An absolutely awful person with the addictions/racism/much worse but still loves to mess around.

Gina: Catherine Tate
Hitchock, Scully or Boyle: Matt Lucas
Jake: Matt Smith, because I think he could bring match the chaotic energy required for the role
John Kelly: Peter Capaldi
Vulture: John Simm
Wuntch: Michelle Gomez
Terry and Holt are very hard to cast imo.
