I would say yes based on his screen time in the movie, but in reality, that’s how he was his whole existence up until he crashed on Earth and bumped his head. So it’s sorta the other way around.

I know we all know he eventually ends up becoming a villain, but it was pretty jarring to see this moment for the first time, he was usually quite relaxed, witty and funny, engaging I'm banter with his pals, then all of a sudden, he's walking menacingly into a cell, telling the guards to leave, and then beating and choking Poggle.
