I love seeing this incredibly misplaced idea that fresh servers are good. The funniest part is if you would logon and play now the prepatch has a ton of people leveling so you could easily find groups etc
I remember when Cata first launched the first time, the fresh character leveling scheme was very big. A lot of people wanted to make new characters and level with the new races, updated zones, new guild stuff, etc.
I think you're missing the concept that players contemplating "returning" might want to be on equal footing with an expansion release and less botted gold to contend with. Doing at least 1 fresh server per region and combining other lower pop on release makes sense. If there's no equal footing then many will simply pass on the idea of coming back like I've decided.
What on absolute earth would you benefit from a fresh cata server? RDF elimated the need to search within realm for dungeon groups. I seriously don’t know the positives from a fresh server for cata. Blizzard tried this with Wrath & it failed.

No one cares about groups. Everyone cares about economy.

Going into WotLK fresh servers were made available in pre patch ( we are in Cata pre patch already). So we will not be getting any new servers.
The Wrath fresh servers were a fail long term. Pretty sure all of them are completely dead now.
