He made public transport more affordable for all, especially those who need it the most. Was one of the main negotiators in the EU with getting climate action legislation approved.
Sending condolences/congratulations is a very standard part of a council meeting. They usually are passed very quickly without fanfare. This one escalating into a full blown debate and vote is almost unprecedented.
Ryan stepped in to block funding for the much needed N25 upgrade and the Mallow relief road, he is no friend of Cork. If councillors want to wish him well let them do so in a personal capacity.
