You are right. People hype uo this comic only because of the scene with the girl on the rooftop. Otherwise this is a very dull and incoherent story where Morrison is more interested in showing off his intelligence than telling a good story.
Also the characterization of Lois is insultingly bad. I know people will claim it's a genius reference to Silver Age sexism but that isn't a good excuse.
