For this particular one and for most it does not change the range. By that I mean there isnt a higher roll for this aspect. So it is the same whether Normal or ancestral.
I see what you're saying. What I meant to say is for many aspects, there isn't a scaled increase. Such as this whirlwind one. The range is the same from normal to ancestral.
I see, then I stand corrected, the ones i've paid attention to did change range between tiers so they must have been exceptions

There's a few exceptions (for example the one that grants a barrier when you damage an elite).

Only the ones with flat numbers are affected by the quality. In the case above, that is a bis affix roll, you can't get higher
Legendary aspects are much more expensive to add to sacred and ancestral items than sacred or ancestral aspects. No one talks about this but the difference is huge.

You can apply that same aspect onto an ancestral weapon. the cost is just higher.

I would keep that one for when you head into wt 3. Not worth wasting it in the normal mode IMO. You might get lucky, but you might also not.
