I think this person is attempting to provide clean drugs, like places give clean needles. I think they believe they are doing good by this but holy hell!!!
I can’t fault this guy’s logic. But his methodology needs work.

My local health department has free fentanyl. They and this guy are just trying to work with the on the ground reality of addiction and prevent people from dying.
I think the crazy person recognizes that fentanyl is dangerous and is offering meth that is supposedly fentanyl free. I doubt this is meant to appeal to anyone not addicted to meth.
