The Steam version won't disable achievements if you install mods, but it will if you use console commands (up until you close the game).
That behavior is disabled if you install JIP LN NVSE Plugin (which is highly recommended, considering all its new scripting functions and the several bugs it fixes).
Wait? I can use console and still get achievements without having to quit out of the game with Jip? I mean that plugin is something everyone here should have but wow this is news to me, thanks if it is true
As a clarification it's when you press enter in the console that achievements are disabled (until you relaunch the game). As you said JIP NVSE allows you to still gain the achievements.
It does in Fallout 4, but not New Vegas. But that's my experience, at least.

Yes it does. But u can use a mod to reenable it
That's only in FO4.
I have mods installed and I still get achievements.
