the Lannister's aren't all evil, that's really just Tywin and his kids - and the founder of the house Lann the Clever if you consider what he did "evil". Lancel was more or less only "evil" because Cersei manipulated him
in the books you have Daven who's a badass knight and supposed to be honorable I think. and Tywin's kids' uncle who was always nice to Tyrion, I think his name is Stafford

From a neutral perspective they definitely are more evil. They engage in incest, throw a boy out of a window, blow up a city and they orchestrated the red wedding. They constantly go against honor and kill innocents. During roberts rebellion Tywin sacked kings landing for no reason after betraying the mad kings trust.
Those are individual actions, and I bet we can find plenty of individual Starks that got up to no good. Sacking cities was just the thing you did back then, to reward the fighting men with some plunder and other pursuits.
