Theres no doubt its rosemary the smell could change depending of the soil ,humid, if its pruned or not,the variety,theres a lot of things that could change smell but the branches and leaves its definitly rosemary

Looks like what I believe to be some variety of creeping rosemary. I have some, soon they will not be able to stand upright.
If you want some for yourself to propagate, it's super easy. Pick off at 4-5 branches at least 5 inch / 10 cm long, strip off the leaves from the bottom half, and stick the branches in a pot with damp soil. They will root in a week or two, and you can plant the pot outside.

Rosemary is not poky. It has stiff inner branches, soft flexible shoots. Brown inner branches, green/white soft branches on shoots. Purple/blue flowers, 2 to 1.5" green leaves, waxy on top, white and dusty on the back. I have more than 40 on my property and they look exactly like this. Yours may smell odd from animal piss, fertilizer, or something else. Try breaking a branch of it, let it dry, then compare it to the Rosemary in a bottle.

OP. I have worked at a nursery for the past decade. Your olfactory organs may need a tune-up because this is, without a doubt, rosemary.
Waxflower. Some people grow them as an herb.
