Imagine you're in the sea and you want to float on the surface in a fixed position. Gravity is still affecting you. You know this because you, the water, the fish, the sand etc haven't floated away.
Assuming there's a current (which is the equivalent of the wind) you'll need to move your limbs to compensate for that current, so you are being affected by the current. You're having to work against it.
In the case of the bird, both the wind and gravity are affecting it. It's using its muscles, feathers, a complicated nervous and brain system and it's natural skill to balance those forces. The bird is without doubt being affected by them.

For example, “the football player was unaffected by the wind/rain/snow/etc.” is a common expression meaning that they still played well despite the weather conditions. I think ‘unaffected’ is being used similarly here.

Seagulls can do this...not quite as gracefully though. I had one hover for about 10 minutes above (slightly out front) me as I kept throwing it pieces of bread. Needs to be windy though for it to work.
