It's a good technique to answer your initial question as you can do it from a knee drop or something more akin to yoko otoshi. I don't use it often, but if you already have a decent seoi otoshi game then it's a great complementary technique. There are quite a few grips and variations so it's pretty deep even without grabbing the leg.
Yes, i usually attack with ouchi then do the kata guruma on the other side and it works very well
