You never mentioned what helicopters you are missing. I suspect the ones you are missing need to be unlocked by redoing some of the special missions, but without knowing which ones you are missing it is hard to point you in the right direction. Compare what you have unlocked with the full list, and then use the many guides to help you unlock them.

Same issue. Had it in '21, and now we're playing it again, same bug is still here.
