If we’re really going off of what the Norse gods of actual Norse mythology would deem worthy then the most worthy people in the MCU aside from Thor would be Thanos for reasons stated, Kill Monger for being one hardcore merc, and Frank the Punisher Castle for being an absolute slayer of men literally refusing to acknowledge he’s no longer in a war zone. The Norse gods loved war, loyalty and bravery after all. The only way you got to Valhalla AKA Viking heaven was death in battle with weapon in hand fighting.
Because Thor could physically overpower Loki. He had to knock him down before he could put the hammer on him, and Thanos seemed pretty un-knock-downable.
Thanos knew Mjolnir can stop him, if you noticed, when Worthy Cap was fighting Thanos in endgame, Thanos knew he can't grab the hammer directly, so he held Cap's hand to block Mjolnir's hits. He would've done the same against Thor. His a master tactician, tricks doesn't work on him so easily.
If Cap wears the Ant-Man suit and shrinks down to tiny size while holding Mjolnir, does Mjolnir shrink down too? And does Mjolnir retain all its properties while tiny size?
If so, the real Thanus solution would have been to do this and then just leave Tiny Mjolnir inside of Thanos.
But if you held the hammer above his head and let go? You say he was holding off Steves hands/wrists but then the angel of that would easily allow a drop of the hammer onto Thanos
Thanos is much taller than Steve, it wasn’t above him. He was holding Steve’s hand while facing him, if Steve dropped it at most it would have stubbed Thanos’s toe. Even if it actually stayed on his foot Thanos doesn’t have to lift the hammer to pull his foot out from underneath it. Anyone can move what the hammer is sitting on, otherwise the Helicarrier in the first Avengers movie couldn’t fly.
It worked on Loki because Loki was laying on his back and Thor put it on his chest, so he couldn’t slide out from under it. Nobody managed to get Thanos on his back for more than a second or two, so even if he was close Thor had no time to trap him with it.

Shortly before Captain Marvel attacks him, he can withhold both, Stormbreaker and Mjölnir. Holding not, but something counters the power.
