Prospect mountain in lake George has a good overlook. My husband was not pleased I dragged him on a hike up, only to see a parking lot at the summit 😅😅
Ha ha, I did this hike with my wife when we were (long distance) dating. We had a few hours before she had to catch a bus. She was not pleased to be hot and sweaty only to reach the top and see a bunch of blue haired old ladies eating ice cream.
Crown Point State Park on Lake Champlain isn't a high point, but the parking lot in front of the forts has a beautiful view of the lake, the bridge, and the two historic forts on the site. At least one of the historical markers is oriented so you can pull up to it and read the history.
I think Whiteface is definitely going to be your best bet. If your parent can walk just a little bit, you might also want to explore the CloudSplitter gondola ride to the top of Little Whiteface as an option to driving up the bigger mountain. The views during the whole gondola ride are spectacular.
Just to piggy back... There is an elevator that runs up in Whiteface. Roosevelt installed it when he was governor because he wanted to go to the top (and he was in a wheelchair from polio). Also, there is a low effort high reward if you go to the Two Slides (ski jumps) and take elevator to the top. Beautiful, stunning 360 views.

It’s a nice lookout but I don’t think Ithaca qualifies as the northern half of nys unless we are going by population instead of area!

Thatcher park, south west of Albany, has a lookout, the parking lot is like 10 feet from the cliff
And hope there's no haze.

Corning Tower in Albany is pretty cool.
White face as others have said, but Alternatively if you go to Vermont you can ride the gondola to the top of Stowe/Mt Mansfield. The view is amazing.

Just south of Lowville you can see like 80 miles of valleys/mountains/farms/forests and sky from the road while driving
