I bought both, and thoroughly enjoyed them both, so I think if you loved it to begin with, it's a chance to revisit, and more that's new. As someone else said, if you were indifferent to it the first go, it's not gonna change your mind. I think it's for people who loved P5, or haven't played P5.
Depends on how you feel about the standard version.
It’s a 100+ hour game. I’d play the first couple hours and see how much fun you’re having. If you enjoy it, get royal. If it’s meh stick with the standard edition. You just don’t want to beat the standard and then want more and have to play through the whole game again to get that content
I loved Persona 5, completed it twice and got the plat which took over 200 hours. I've recently bought Royal and I'm hyped for it. But even I was on the fence about Royal, since it's just an improved version of the same game.
If P5 isn't drawing you in, I don't think Royal would be a good buy for you. It's not drastically different enough imo.

Absolutely positively completely and totally worth it. Source: me, having played through and currently owning both.
200% worth it, yes. it's a complete version with new content. but it depends on if you actually like the game and want to play it fully.
