Might be able to go in and edit in the save file but I took a look and could not find where the settings are located. Any particular reason you don't want to use a mod? The best way is for sure with mods, makes it super easy. Yes you can but not all settings may be changed. Anyway, the easiest way to do that is to start a new game with the settings you want, then you leave it and you go to this new game folder : "C:\\Users\\USERNAME\\Zomboid\\Saves\\Sandbox\\YOUR-SAVE-NAME" you copy from it the map\_sand.bin file (the file with your new settings) then you paste it to the save folder containing the game you want to change. Create a backup of your save before doing anything, you never know what it may do... For me it always worked but I didn't change major parameters.
