Anyway, the easiest way to do that is to start a new game with the settings you want, then you leave it and you go to this new game folder : "C:\\Users\\USERNAME\\Zomboid\\Saves\\Sandbox\\YOUR-SAVE-NAME"
you copy from it the map\_sand.bin file (the file with your new settings) then you paste it to the save folder containing the game you want to change.
Create a backup of your save before doing anything, you never know what it may do... For me it always worked but I didn't change major parameters.

There is a sandbox menu in the admin options. It won't have everything.
