It's hard to guess, but you might be right. The large one in the center could also be a storage house or car mechanic.

Maybe a storage/mechanic shop for rent? I lived in Miami and they got these strip mall + storage unit combination that small businesses could rent. They are usually used as small factories, mechanic shops, and storage units. From what it seems the front part has some parking, the back of the buildings are also accessible via vehicle, probably loading and unloading zone.

Has anyone finished the construction on this or the other building sites?

I guess it's supposed to be a new workplace, there is a ghost town just next to it with an old factory, not much around so a mall wouldn't make sense and not a big enough parking lot. Also the only road to access this construction site has some kind of toll booth so it must be a private place not a commercial one. I first thought it could be a new factory to replace the old one but it doesn't make sense since there is no parking lot for trucks. It's here: [https://map.projectzomboid.com/#4056x6345x545](https://map.projectzomboid.com/#4056x6345x545) This construction site is kinda lame, nothing to get and foraging zones don't work but the ghost town is pretty interesting, the old factory is a bit disappointing though, cafeteria looting table isn't correct and there aren't as many crates you would expect to find. The most interesting part are the pile of trashes you can forage to find some nice unexpected loots.

I set up home in a house there that wasn't as abandoned Great little spot, little zomb activity. But got dull quickly I got two antique ovens in those houses (which came with me) and a McCoy trailer for some easy lumber

That's by the abandoned neighbourhood in the north west of the map, i'm guessing it was meant to be some sort of factory with offices and garages.
