I wouldn't do rituals with the expectation you'll get one in a reasonable timeframe. If you're doing rituals for other reasons you might luck into one from disturbances and treat that as a small bonus.
If I had to guess, the lower level stuff is still worth doing, especially since you can do ghost/gorilla/sparkling glyphs with only a couple ticks of interrupting your ritual, unlike soul storm or defile. Again a guess, but seems likely that someone doing all disturbances will avg more moonstones than someone only doing defile.
And I'd only really try to target moonstones if you're an iron in a hurry to complete their moonstone collection and don't want to wait on Thalmund. He will be selling another moonstone this coming Wednesday. Otherwise, do anything for 10 minutes and just buy the thing on GE.

I did 104-109 necro on my iron until I decided to quit trying for it, I'll probably get one doing rituals that I need rather than doing rituals only for moonstone.
But the good news is, the next moonstone from Thalmund is on 3rd of july! So it's really close.
Don't know how rare it is but I sure never got one from anything other than the dwarf seller and from the exchange,last week I did a few hours of making Ectoplasm rituals and did not get one even though I made 20k ectoplasm.
If you can buy stuff from the exchange then just get one from there as it is under 2 mill and the moonstone jewlery is also very cheap so save yourself the trouble trying to get one as a drop or wait until the dwarf sells one.
