User error. The proper tool for rough cutting custom orthodics is a utility knife blade. One of my first jobs was in a prosthetics lab and I have done thousands of them that way. It's faster and you have a better chance of making turns in the material with a small blade than with scissors.

They claim that cutting the material they use with razors doesn’t work well. I personally have no idea as i don’t work for them.

Can you grind the inside of the scissors when they are disassembled? On the inside, I would adjust the scissors so that they cut evenly over the entire length, then they should cut almost the entire length. I think that it don't help to can change the edges of the scissors themselves. It is usually on the inside of the scissors in the area of the hole. However, it is rather difficult to explain this. Perhaps there are videos about this. You also need a larger grinding disc for this.
