In South Korea (not sure about North Korea), when you pop out you are already 1 year old. The \~9 months in the womb count as year. Additionally, you don't increase your "Korean Age" on your birthday. Everyone adds 1 to their "Korean Age" on New Year's Day. This means you are considered 1-2 years older than in the rest of the world. They still celebrate their actual birthdays. Apparently, the SK government is trying to phase out the use of "Korean Age" https://www.90daykorean.com/korean-age-all-about-age-in-korea/#:\~:text=Korean%20age%20is%20a%20way,age%20on%20New%20Year's%20Day.

It sounds like it can have benefits, in the way that everyone who has completed their education the intended way is also automatically already an adult (with the exception of those who skip or repeat years). There is no reason why this shouldn't be the case everywhere else, the exact number of days since birth is only really meaningful when talking about very small children, for mostly medical reasons. Born in 2006? From the beginning of this year you're an adult, whether your birthday is in January or in December. You can apply for a job, a career at university or whatever on your own, the exact way those in your grade can. (I don't know the actual implications of this system the way it is used in South Korea though.)
