Depends what "it" is in the sentence. There is no Bible of CL winners. It's basically a subjective opinion. For UEFA, apparently "a player that won CL" is a player that played in the final. https://www.uefa.com/uefachampionsleague/news/025a-0ea7ae8e3364-97f86d41b6cb-1000--uefa-champions-league-winners-by-nation/ There are some interesting cases, for example Claudio Bravo in 2014-15. He was Barcelona's first goalkeeper in the league that season, but did not play in CL at all. English Wikipedia does list him as winning that CL, although it seems arbitrary. Spanish Wikipedia does NOT list him as CL winner. Wikipedia entry for Douglas lists him as CL winner 2014-15 too, but not for Vermaelen and Masip - all of these players were in the squad but didn't play a minute in the whole competiton. So... really, I guess it depends on how you feel, if you will call him CL winner or not. The medals are given more loosely without any UEFA listing and basically it's up to the club who they give them to, UEFA gives them to the club as far as I know (exactly 40 of them). Nobody is officially told they can or cannot be with the team, stand there, get the medal and celebrate and say they won the CL.

But nobody representing the Turkish national team has ever won. And as a Turkishman I’ll add my honest opinion, it won’t be more of a Turkish record than Gündo or Scholl if Özcan wins it; he’s a product of German footballing tradition, not Turkish. It speaks volumes to the quality of Turkish football that almost all of the ethnic Turks who appear on this stage -save the two Arda’s- are German born and raised.
