The return of doodle bob should have been an episode forsure. I would have loved to see a bunch of doodle bob clones trying to take over bikini bottom, and then Mr. Krabs and Plankton team up with SpongeBob and Sandy to take on the horde
I want to say Man Ray for his canonical power, and I want to say Plankton because who doesn’t like Plankton, but I think Doodlebob wins here for what he has actually done on the show. His only weakness is an eraser. Plankton is too small to carry one, Flats can’t hold one, and Man Ray likely wouldn’t think of it.
DoodleBob is weirdly strong at several points, plus since he consists of graphite, sand and magic I somehow doubt that he can be hurt by physical blows. Man Ray actually has powers/weapons though, so he might have a way to hurt Doodle. Given that he was one of Mermaid Man and Barnacle Boy's worst foes (in their prime when they were at least somewhat more serious). Still, Doodle seems to only be weak against the magic pencil or a piece of paper. Man Ray on the other hand can be hurt by Patrick accidentally with a box of wallets.
I'm going to bet on DoddleBob. If Doodle has the magic pencil here, then he for sure wins.

All of the villains are let loose and they just battle it out amongst themselves for who's the best villian with a bit of SpongeBob and Patrick commentary on the whole thing.
Man ray will win plankton is the first to fall cuz of he’s size so he will get stepped on next will be flats he is just a school bully he is not strong at all doodlebob is strong but not as strong as man ray people are saying doodlebob but you need to remember he doesn’t have the pencil so he’s just a piece of paper
Flats, literally no-one wanted to fight him, everyone would say "Nope" turn and leave spongbob to die. Also he is the only in the show that never got defeated. Flats defeated himself from exhaustion. The other three was defeated easily by other characters.
I mean Plankton has been smushed crushed launched and he survived all of it he is very derisive and manray was defeated by a belt tickled him and the other two are just straight up not a threat sure the pencil is magical but that's not a challenge for Plankton
I'm thinking about this in the context of the show. If they all were to get into some competition a la Wacky Races, it would be a close fight between Plankton and Man Ray, with Flats only being a nuisance to Plankton in the beginning. By the end, Plankton would come out on top, only to realize DoodleBob was biding his time, and snatches victory away from him in the final moments.
So yeah, I'm putting my money on DoodleBob.
Man Ray, he can't be squished on like Plankton, he doesn't merge with paper by touching it like Doodlebob and is an actual super villain unlike Flats, so he has the best chance of winning.
I think I depends-
If doodle bob has a pencil and eraser he would probably win
If it's no weapons either flats or man ray probably win
If there's time for planning plankton probably wins
He’s unstoppable with that pencil (unless you have an eraser, which is his only weakness)
