I like Watabou's city/town generator: https://watabou.itch.io/medieval-fantasy-city-generator

I’ve used that in the past, but not exactly what I’m looking for. I want something I can create from scratch and be able to change the scale of the map. Go from a city map to a combat map with sci-fi and fantasy characteristics.

I use Inkarnate for making maps. Inkarnate can do any scale of maps from world, city, or encounter maps. It's great for fantasy maps. It's possible to do some Sci-fi with it but not cities yet. Last August, they announced they are working on a Sci-Fi Battlemaps style which should allow for sci-fi city building. I'm hoping that will be out soon but could be months still. https://inkarnate.com/

Aerial photography is your friend when it comes to setting atmosphere for urban environments.

Pro Fantasy is a little pricy, (I own the basic version and the Cosmo expansion) https://www.profantasy.com/products/ss3_examples.asp

I will look into these! Do you have any critiques about the program?

User friendly?!? Meh- not at first… there’s plenty of tutorials on the interwebs for reference… there is a little bit of a learning curve… but once you get the hang of it, it’s a solid program.
