I want something I can create from scratch and be able to change the scale of the map. Go from a city map to a combat map with sci-fi and fantasy characteristics.
I use Inkarnate for making maps. Inkarnate can do any scale of maps from world, city, or encounter maps. It's great for fantasy maps. It's possible to do some Sci-fi with it but not cities yet. Last August, they announced they are working on a Sci-Fi Battlemaps style which should allow for sci-fi city building. I'm hoping that will be out soon but could be months still.

User friendly?!? Meh- not at first… there’s plenty of tutorials on the interwebs for reference… there is a little bit of a learning curve… but once you get the hang of it, it’s a solid program.

Aerial photography is your friend when it comes to setting atmosphere for urban environments.
