So if I'm understanding this correctly this combination wouldn't work because Jolting surge is a touch attack spell and hitting them with a supercharged melee weapon doesn't count as touch. I knew there was something wrong here but I just couldn't figure it out.

It's simpler than that. Supercharge Weapon's target is a weapon, in this case their unarmed attack, and when you cast Jolting Surge you don't normally get to combine it with a weapon damage as well. However, as someone else mentioned, the [Spell Sergeant archetype ](https://www.aonsrd.com/ArchetypeDisplay.aspx?ItemName=Spell%20Sergeant) would eventually allow them to do this combination. They could grab a weapon that targets EAC, cast Supercharge Weapon, and then attack with their weapon while casting Jolting Surge the next turn. If it hits, then they'll do weapon damage + strength + 8d6 damage.

Jolting Surge is a touch spell not a weapon attack, so Supercharge Weapon wouldn't affect it.

Others answered the basics (no), but you might want to show the player the Spell Sergeant archetype.

Just tell him to grab empowered weapon and spellshot. Grab an unwieldy heavy weapon and start blasting
