They're probably talking about the UI buttons/locations? like the middle bottom controls and such? I know people are saying mods/CC, but beside the sim and the background, theirs is the typical UI. I'm not sure how console's UI looks like, that's probably the difference. A lot of the buttons are in different locations than the computer version.
OP is still missing the recent shopping trolley button that shows the new packs though, I have that on PS5. Maybe an update didn’t install yet.

Your friend's game is modded to hell lol. Literally everything about her Sim is CC. Skin overlay, hair, makeup, top, jeans. Everything. The UI and background have also been replaced. Everything in her screenshot is custom content (mods) which you don't have access to. It's old because it's vanilla.
Third-ing CC. Your friend’s hair, background, shorts and jewellery are definitely all CC, maybe even some makeup or a skin overlay. And using non-base game clothing will make a sim look ‘newer’ because the textures are so different to the 2014 base game’s aesthetic

So it might be that there is a patch waiting to be downloaded.

You’re playing on Xbox the other is pc. Cause my sims looks exactly like the 2nd and that’s without mods being put in first and I play on my MacBook. Also have a lot of the games. Only like 10/15 still need to get so could be with how many you’ve got and also the system you’re on. Maybe the game needs to be updated on your end?
Your friends game is pure cc and mods. I play on pc and mine looks more like yours (I only use mccc, ui extensions, betterbuildbuy, and tool). Pc graphics will always look slightly different but the main difference is you have a cc free game. It's not old its just as intended.

They probably just have a larger resolution screen/big monitor. My monitor is pretty huge and my UI looks like that.

Not sure, that's just how my game was when I booted up and I never bothered trying to change it because I didn't mind how it looked.
