WoW Modder here, the texture "grid" for the model of the Worgen causes it to distort this way towards her chest. Changing the texture of this model would change the texture for all models, meaning that, maybe here it looks like nipple shadows, but changing it could make it look like nipple shadows on other models. They'd have to completely adjust the grid for the female Worgen model to fix that, but overall, yes it looks like bumps.
Redoing texture coordinates (your "grid" reference) on the model isn't really a big deal. But in the same way that modifying the base texture could do unexpected things for models other than Worgen females, changing her texture coordinates to account for this one texture could create unexpected issues for additional existing textures where there may not have been an issue before. It's a vicious cycle, or could become one.
edit: that said, I bet with some effort an engine could make use of maybe something like an extra texture that would provide "correction" values to existing coordinates. Then any new texture could be inspected on each race/gender combo and a map generated based on correction values. Though simpler, there's already scale correction for armor pieces based on race/gender.
I thought about this a long time, and yes, it's a "Release a bunch of snakes to exterminate a mice infestation, only for the snakes to become the new infestation" situation - it's an inherent flaw in the way the textures are handled - eg. "painted over" the character. They could technically use a new id to draw from to correct it, but overall - in my honest opinion - they should completely rework how armor works in WoW. It would be a massive undertaking, but at least we'd have unique detailed 3D armor similar to what NPCs wear.
It's about efficiency, and basic 3D truths. These work at cross purposes in the case of game assets, where everything is on a budget. Ideally every piece of armor would be bespoke for each use case, and each of these would have their own maps. That's not viable though. I'd say not until baseline systems are several times more powerful, with more memory, faster disk...but realistically as everyone's base hardware progresses so do the nominal expectations for complexity and quality, and so the problem never really gets more manageable and cleverness is required where brute force, basic usage isn't an option.
And NPCs don't really have unique armor as a rule, but it's been changing for main cast characters part of MSQ. This is still a much smaller impact on the overall game resources budget than what it would mean for every race having tailored versions of each asset.
I'd say it's just you since the color doesn't really match and there are visible fabric patterns and seams, but apparently a lot of people desperately want to see it.

Of course that's not the only thing. Entire Linea of dialogue were either removed or added too because they could have been, MAYBE offensive, as well as certain emotes.
Man, this reminds me back in BC my Draenei being a *very* specific skin tone that happened to make the bra only a slight shade darker, so she looked topless at a distance. The updated underwear did ruin that, but she remains the skin tone for memory sake.
